This is a letter from Stephen B.L. Penrose, President of Whitman College. Mr. Penrose includes a copy of the Minutes of the Board of Overseers of Whitman College and the Annual Report. He also discusses the tuition had been raised $50 to $200 per student. It is unclear who he sent the letter to because it is addressed "Dear Sir" and the enclosures are not with the letter at the Washington State Library.

On October 2, 1894, Stephen B. L. Penrose (1864-1947) arrived in Walla Walla, Washington, and began a 40-year tenure as the third president of Whitman College. Penrose had first come to Washington state straight out of Yale Divinity School, under the auspices of the Congregational American Home Mission Society.
